How is HRA Calculated for Govt Employees?
HRA (House Rent Allowance) is a significant component of a government employee's salary. Unlike private sectors where HRA is often 50% of Basic, in the Central Government, it is strictly tied to the City Category where the employee is posted.
City Categories (X, Y, Z)
- X Category: Tier-1 cities like Delhi, Mumbai, Kolkata, Chennai, Bangalore, and Hyderabad.
- Y Category: Tier-2 cities like Guwahati, Jaipur, Lucknow, Pune, etc.
- Z Category: Rural areas and all other smaller towns.

1. When does the HRA percentage increase?
As per the 7th Pay Commission recommendations, HRA rates are revised when the Dearness Allowance (DA) reaches 25% and 50% milestones. Currently, since DA has touched 50%, the rates are 30% (X), 20% (Y), and 10% (Z).
2. Is HRA fully exempt from Income Tax?
For government employees, HRA is partially exempt from tax under Section 10(13A). The exemption is the minimum of: 1) Actual HRA received, 2) Rent paid minus 10% of Basic+DA, or 3) 40%/50% of Basic+DA.
3. What if I stay in Government Quarters?
If an employee is provided with government-furnished or unfurnished accommodation, they are not eligible to receive House Rent Allowance (HRA).
